Abstract: Apart from attempts to blatantly exploit information system insecurities of the countries all over the globe to destabilize the geopolitical situation on the eve of electoral periods and against the backdrop of crisis situations, Russian disinformation campaigns have more direct effect. To exemplify, they serve as a constituent element of multiple war crimes committed as a part of Russian aggression against Ukraine. Russian media encouraging their soldiers to drown Ukrainian children in the river? Wives of Russian soldiers calling their husbands that invade Ukraine to rape Ukrainian women? These and many more other instances of complicity in crime commission have been identified throughout almost four years of the full scale invasion. Let's explore the international instruments enabling accountability for such actions and the overall potential to apply them to the perpetrators in this case.
About: Tetiana Avdieieva is a Senior Legal Counsel at Digital Security Lab Ukraine, a member of the Independent Media Council and an expert of the Expert Committee on Artificial Intelligence under the Ministry of Digital Transformation of Ukraine. She co-authored the media law reform in Ukraine and is currently engaged in AI governance processes both in Ukraine and on the Council of Europe level. Tetiana specialises in digital rights, public international and international humanitarian law. She specifically explored how international law should respond to illegal propaganda, incitements to commission of war crimes and crimes against humanity, as well as accountability mechanisms to be put in place.
