The Security Turn in Economic Statecraft
Countries have long faced a basic challenge: they need to develop both productive technologies that support economic strength (economic statecraft) and technologies of conflict that enhance security, while maintaining a balance between the two. Today, however, security logic has come to dominate economic statecraft. This transformation, and its consequences, predate and extend beyond what studies of weaponized interdependence have envisaged.
This talk discusses how the subordination of international trade to national security considerations shapes interstate relations. It uses the strategies developed by the United States, China and the EU in the digital domain as case studies to explore the implications of this transformation for the prospects of international cooperation and governance.
