Training and Capacity Building Implementation:
• Develop and oversee the complete learning and training cycle; conducts training needs assessments, develop an annual training calendar, prepare course schedules and lesson plans, deliver training, and evaluate and monitor training activities.
• Direct DSRM trainers in their assignments and performance.
• Supervise and leads front-line security training plan in order to build front line staff capacity to make security related decisions.
• Supervise and lead training on the Agency's Security and Risk Management accountability framework for those with security responsibilities.
• Support the Senior National Security Officer and the FSRM offices in the Guard Force Professionalization efforts.
• Guide and advise other DSRM team members in the development of other capacity building activities related to their areas of expertise.
• Participate to the IASMN working groups on Training and Person Centered Approach

Operational and Surge Support
• Provide surge support to the FSRM offices in areas related to emergency, Crisis Management, backstopping capacity gaps and interim security management
• Ensure that UNRWA's internal Security risk management is context specific and aligned with the operational realities on the ground
• Support the Director and the Chief of Security, Policy and Planning in the development and implementation of a standardized and 'light' system to conduct security and risk assessments across the Agency as well as in the development of the DSRM crisis management support response guide

1. Security Risk Management and Planning

 ADVISE the Representative on safety and security of UNICEF personnel and eligible family members, premises, and in accordance with the UN and UNICEF Security Management Systems.

 ADVISE on technical security requirements contained in the UN Security Plan, SRMM, Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments and monitor their implementation. Provide technical oversight for contracted security providers.

 PREPARE, maintain, and update UNICEF security documentation including security contingency plans and provide the Representative, with mandatory reports in accordance with UNICEF security reporting guidelines. This includes the monitoring/reporting on security compliance and the submission of all Security Incident Reports (SIRs).

2. Safety and Security Services
 MONITOR the security situation and provide independent and comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the safety and security of UNICEF personnel, eligible family members, premises assets and resources.

 IMPLEMENT security activities in support of UNICEF operations and participate, coordinate and/or undertake security risk management for all locations where UNICEF personnel and eligible family members are present.

 ENSURE that UNICEF personnel are kept informed of matters affecting their security and the actions to take in the event of an emergency including those identified in the UN Security Plan as it relates to UNICEF. Ensure there is an effective and functioning communications system for security management within UNICEF.

 COORDINATE with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises. Conduct security surveys of international personnel residences in accordance with the Residential Security Measures (RSM).

3. Programmatic Security Information Analysis
 COLLECT information, provide specific analysis, advice, and support to programme planning and implementation.

 CONDUCT analysis to fully understand the issues that have an impact on the delivery of UNICEF programmes particularly in areas deemed security compromised.

 COLLABORATE closely with the UNICEF programme and communication personnel in country to integrate all relevant analysis into the planning and implementation of all country programmes.

4. Security Networking and Partnership Building

Establish contact and maintain networks with all UNSMS/NGOs security advisors and relevant local authorities as appropriate. Ensure that security collaboration with NGOs working as UNICEF implementing partners is undertaken, in coordination with UNDSS, and using the SLT policies as a framework.

 ADVISE : the Chief of Operations in the execution of the Chief of Operations duties with regards to maintaining the safety and security of Unicef personnel and eligible family members, premises and assets
 MONITOR : the security situation and provide with independent analysis of emerging security threats
 REVIEW develop and disseminate security policies, practices and procedures providing advice and guidance, within the Framework of Accountability for the UN Security Management System.
 CONDUCT : security assessments in coordination with UNDSS, provide a technical oversight and guidance for all Unicef security personnel and contracted security providers
 ENSURE : that UNICEF personnel are kept informed of matters affecting their security.
 ENSURE the SRMM and RSM compliance as required.
 PREPARE, MAINTAIN AND UPDATE Unicef security documentation including contingency plans in coordination with UNDSS
 SUPPORT field offices with their security preparedness and contingency planning.
 PROVIDE advice on technical security requirements contained in the Security plan, MOSS, RSM and other relevant security policies
 INFORM Unicef personnel of the actions to take in the event of any emergency in accordance with the Security Plan and of all country threats during a briefing upon arrival
 REPORT all incidents and non-compliance with security policies, practices and procedures to the Representative
 PARTICIPATE : actively to the Security Cell Meeting, as auditor at the SMT and to all relevant security meetings
 LIAISE with UNDSS and security advisors from other UN Organizations.
